UNITED ARAB EMIRATES: Skilled Workers Can Take Part-Time Jobs

The Ministry of Human Resources and Emiratisation (MOHRE) has recently issued a decision allowing Emirati and foreign national skilled workers to take multiple part-time jobs, under certain conditions.

Who does it apply to?

To qualify, the employee must:

  • qualify as a skilled worker
  • obtain a part-time permit from MOHRE
  • work up to a maximum of 48 hours per week in total, for all employers

Skilled Workers

A skilled worker must hold a university degree or higher and work in a position requiring a high degree of scientific, technical and administrative skills, or hold two or three-year diploma in any field, and work in a position requiring mental, scientific, technical, practical and supervisory skills.

Level 1 skilled workers include board chairman, chief executive officers, general managers, professional managers, medical professionals such as doctors, veterinarians, and pharmacists, legal professionals including, lawyers, judges and legal researchers, as well as teachers, professors, IT consultants and financial analysts.

Level 2 skilled workers include Nurses, physiotherapists, rehabilitation specialists, medical assistants and real estate agents.

No Objection Certificate

A no objection certificate (NOC), from either the primary employer, or an alternative visa sponsor (relative, educational institute), must be submitted in support of the part-time permit application.
